Manager, State Issues

The Stateside Associates Manager, State Issues reports to the Vice President, State Issues and will work directly with Stateside’s consulting team through managing and servicing client portfolios. The Manager, State Issues helps to develop and implement client state government relations and advocacy in various subject matters ranging from financial services and banking, insurance, transportation, healthcare and more.

Detailed Description of Job Duties

  • Staff, and when appropriate, lead, client portfolios, including managing client communications, recurring meetings/calls, legislative and regulatory report-outs, projects, and deliverables when needed.
    • Coordinate client calls, issue briefings, annual strategy meetings, etc.
  • Communicate directly with state legislators, legislative staff, review and draft legislation, and review online legislative and statutory resources.
    • Conduct outreach to legislators and regulators on behalf of the client to introduce the client’s issues and set up meetings.
  • Uphold positive working relationships with clients and allied organizations, including state legislative, governors, and attorneys general Groups organizations.
    • Work across departments to facilitate client requests (setting up legislative monitoring access through Stateside’s proprietary monitoring program, amending client priority issue lists/bills as needed, facilitate communication across stateside monitoring services, helping develop marketing materials when requested, etc.).
    • Keep clients informed of relevant Groups memberships and events of interest throughout the calendar year.
    • Attend client and allied organization-sponsored events to maintain positive working relationships.
  • Provide timely and appropriate response to all communication, including internal and external emails and telephone communications.
  • Maintain working knowledge of state legislative and regulatory processes and resources, client information, and policy trends.
  • Oversee, organize, and execute legislative drafting and amending exercises, including redlining bill drafts, amendments, and bill analysis.
  • Manage administrative client tasks (owning and circulating calendar invites, managing call agendas, taking meeting notes).
  • Regularly update the VP of State Issues on client request statuses and any outstanding requests to address.
  • Other duties as assigned including, up to 25% travel, when needed.
  • Job is based in Stateside’s Arlington, VA offices subject to Stateside’s flexible work policy including telework one day a week.

 

POSITION REQUIREMENTS

  • Education: Bachelor’s Degree required, aster’s Degree or Juris Doctor preferred.
  • Experience: Minimum 2-4 years’ experience in state legislative affairs or government relations; familiarity with legislative process and procedure, bill analysis, lobbying and advocacy.
